L4 Specialist Optometrist
Graduate or MSc passed optometrists with specialist skills. They can work independently, but must have clear practice referral protocol in place. When practicing in a speciality area, must work under the supervision of an ophthalmologist. May prescribe medically only when practicing within speciality and under the supervision of an ophthalmologist.

L3 Optometrist
Graduate optometrists who are fully competent in all areas of Optometry. Can work independently, but must have a practice referral protocol in place. Must not carry out any medical prescribing unless in an emergency.

L2 Optician/Optometrist
Diploma Optometrists competent in one or more specific areas of optometric practice. Must work under the supervision of an L4/ L3 Optometrist or an Ophthalmologist. L2 Opticians will have their competencies defined on their certificate.

L1 Technologist
Not an Optometrist but capable of carrying out optometry and ophthalmology diagnostic services, but cannot perform any duties of the optometrist or ophthalmologist. Can also carry out dispensing of spectacles and managing clinics and optical shops. L1 Technologists must work under the supervision of an L4/ L3 Optometrist or an Ophthalmologist when carrying out diagnostic services. Not limited to the sale of any optical services.

L0 Optical Assistance (OA)
An examination is not required but must be registered. L0 Optical Assistants may have completed some certificate courses. OA can only sell basic spectacles and reading glasses. OA must be supervised to sell

Specific Definitions
Emergency
A action constitutes 'Emergency' if in the abscence of it, the patient is likely to suffer permanent damage to the eye(s), if the treatment is delayed. Delay in this case is defined as the time between seeing an optometrists an appointment with an ophthalmologist.
Supervision
In this case defined as a practitioner being under the care a higher authority. A supervisor is one who is able to provide advice, guidance or intervene if and when required by the supervisee or the patient. The supervisor must be within the vacinity of the to act immediately.
Optical Devices
Defined as any articles that are used to correct human vision (glasses and contact lenses) can permanently alter human vision (zero power contact lenses, non-medical lasers).
